Libreville, (Gabon), 17 July 2026 – The Special Representative of the Secretary-General of the United Nations for Central Africa and Head of the United Nations Regional Office for Central Africa (UNOCA), Mr. Mohamed El-Amine Souef, conducted an official mission to São Tomé and Príncipe from 11 to 16 July 2026 as part of his introductory tour of the countries covered by UNOCA’s mandate. During his visit, he met with national authorities, electoral and judicial institutions, security forces, presidential candidates, political parties, civil society representatives and international partners. The mission took place in the context of the country’s 51st Independence Day celebrations and ahead of the presidential election scheduled for 19 July.
The Special Representative commends the efforts undertaken by the authorities, electoral institutions and all stakeholders in preparation for the election. He welcomes the generally peaceful atmosphere observed during the campaign period and notes the strong commitment expressed by many interlocutors to preserving São Tomé and Príncipe’s longstanding tradition of peaceful democratic processes and social cohesion.
Mr. Souef stresses that inclusive, transparent and credible elections require full respect for human rights, fundamental freedoms and the rule of law throughout the electoral process. He calls on all stakeholders to maintain a peaceful, safe and inclusive environment, free from intimidation, discrimination, hate speech and violence, while ensuring the meaningful participation of women, youth, persons with disabilities and other vulnerable groups.
The Special Representative further encourages dialogue, restraint and mutual respect, and urges that any electoral dispute be resolved through established legal and institutional mechanisms. He underscores that safeguarding social cohesion and protecting all citizens, regardless of political affiliation, are essential to maintaining public confidence in the electoral process.
Mr. Souef reiterates the commitment of the United Nations to continue supporting the authorities and people of São Tomé and Príncipe in their efforts to consolidate peace, democracy, good governance and sustainable development. He expresses confidence in the wisdom of the country’s leaders and citizens to preserve peace and stability throughout this important electoral period.
